There are numerous reasons to as to why this question “why does English proficiency test still required for English speaking countries” exists in the first place. However, there is a need to understand what English proficiency is all about then we can hit on the real gist which is the subject of the matter, we will also hit other related questions that are important.

English Proficiency

Proficiency in dictionary means “high skill”. English is divided into four parts which include listening, reading, writing and speaking. If a person listens well and can answer correctly, they can understand academic writing such as newspapers, magazines, emails, etc., and have the ability to write academic English. When someone speaks in this language area, it means they speak English.

In other words, English proficiency is usually determined by a combination of skills: reading, writing, listening and speaking. They are measured using standardized and internationally recognized tests such as the TOEFL (English as a Foreign Language Test) or IELTS (International English Language Testing System), which are usually assessed on a tape recorder.

IELTS, which I have taken as an examiner for many years, has a score of 0 to 9 and is required for housing, citizenship, work, college and university purposes. There are many other tests, both formal and informal, that aim to determine English proficiency.

Most colleges and universities in the United States require international students to demonstrate their proficiency in English, usually through an English language test.

The test takes up to 2 hours and is computer based. Usually given in a computer room on campus, but currently it is given remotely due to the COVID-19 pandemic.

English Language tests play an important role in the teaching and learning process. This helps language teachers match students to their respective levels, diagnose students’ strengths and weaknesses, and assess their performance during and at the end of the course.

More importantly, language tests can help with the planning and management of language programs. This seems to be a major problem because the success or failure of any language program depends on planning.

The main problem faced by those involved in planning and managing language programs is whether to start with General English (GE) or English for Specific Purposes (ESP). Several studies have been conducted in the context of English for Academic Purposes (EAP), but the GE and EAP questions cannot be answered conclusively.

Moy (1975) found a significant interaction between the main area and the text content, but the effect was not as expected. He concluded that this study did not support the hypothesis that students would be better off with material relevant to their own academic field. Peretz (1986) studied science and engineering, biology and humanities, and social science students and, as suggested, found significant interactions between core areas and textual content, but science and engineering students outperformed all other groups.

He concludes that it is not always the case for students to perform better when the content of the reading is related to their subject.

In contrast, other studies provide preliminary evidence for a hypothetical interaction between student focus and textual content. Alderson and Urquhart (1985) examined three studies and reported that academic experience can play an important role in test performance.

They concluded that “when these students are familiar with the content, they are able to answer direct and common questions with equal ease; if they are not knowledgeable about this content area, they can still answer direct questions, but their ability to answer general questions is clearly limited. (page 203).

In the Thai context, several studies have tried to examine the relationship between GE and EAP. The aim of this paper is to review three studies on the subject and to reveal empirical evidence that can provide additional useful information in the planning of language programs at the university level.

The development of the four skills of students can be unbalanced, for example, students can be strong in reading but weak in listening, writing or speaking. Research shows that speaking skills are different from reading/listening/writing skills (Powers 2010, Sawaki et al. 2009). Therefore, an experienced reader/writer/listener does not have to be an experienced speaker.

For example, the following data, based on more than 465,000 test takers who took the Cambridge English Qualifiers in 2015, show only a moderate relationship between skills. For example, if we talk about speaking, the relationship between speaking and reading is 0.60, which means that candidates who succeed in the speaking test will tend to get good results only on the reading test, or vice versa.
